External Staff
The external staff work all over the world - some near to the actual charities - and some roaming all over the world finding new charities.
Adventurers
The task of the Adventurer is to find and investigate orphanages and other charities in specified countries around the world.
The Adventurer would get to a country and try to establish with the authorities the names and addresses of registered charities and then visit them all including any unregistered sites.
The visit will establish that the site actually exists and all the standard information can be gleaned from the inhabitants and photographs taken to help describe it. In addition the owner of the site can write up a description supplemented by the Adventurer's own copy.
Try to keep the sites visited to orphanages or other specified charities.
Discover the size of the site, the consumption costs, the staff and their costs, the capital projects needing to be supported, the plans and costs involved for expansion. Establish likely projects that need separate financing. Establish the means of communication and the bank details required if available.
Spend whatever time is needed to discover all things needed and then move on to the next site. Maybe use a local Scout who will find and analyse lots of additional sites. The intention is to have 500 sites within a short time period of a single year if possible. This may imply more than one Adventurer needs to be employed.
The Adventurer should try to locate a Manager who will look after the site - preferably a number of sites - and who will become responsible for allocating and delivering the money for each charity. We will use the Manager's bank details to send money for those sites not having a bank.
We will make a budget allowance so that the Adventurer can leave some money with each site - even the ones we will not support.
We will group sites together to make a set that approximately will use the right amount of money totalled to employ - £1m to £2m in a year.
We will run an appeal for each set - each appeal will be designed to make £2m to £4m a year. We will repay ourselves for expenses and support all the orphanages in the set. Each year we may move some charities from one set to another and even run the same charity in more than one set.
The Adventurer will get paid by us but we will recover their costs from all the sets as part of our expenses.
Local Managers
These Local Managers may be located and appointed by ourselves, or by the the Adventurers, to look after certain charities. They will help build the budgets for the charities, will handle and issue the donated money involved, will approve and pay for capital expenditure, will handle the banking for the group of charities.
A number of the charity sites will not be 'registered' with their country and will not be able to open bank accounts for the charity.

Scouts
These people are employed by the center directly or via one of our Adventurers to work all over the countryside discovering likely charities.
They are expected to be doing other jobs - which may be related to charity work - but will travel all over in the course of their normal work and will come across charitable enterprises many times. They will identify these and write-up about the work being done and report back to the Adventurer or to a Local Manager.
They will get paid expenses by the Adventurer or Local Manager.
